This patch mechanically replaces None with std::nullopt where the
compiler would warn if None were deprecated. The intent is to reduce
the amount of manual work required in migrating from Optional to
std::optional.

Flang C++ Style Guide tells us to avoid .has_value() in the predicate
expressions of control flow statements. I am treating ternary
expressions as control flow statements for the purpose of this patch.
