NamedAttribute is currently represented as an std::pair, but this
creates an extremely clunky .first/.second API. This commit
converts it to a class, with better accessors (getName/getValue)
and also opens the door for more convenient API in the future.

This change removes the affine map composition feature and related API.
Actually, while the `MemRefType` itself supported it, almost none of the upstream
can work with more than 1 affine map in `MemRefType`.
The introduced `MemRefLayoutAttr` allows to re-implement this feature
in a more stable way - via separate attribute class.
Also the interface allows to use different layout representations rather than affine maps.
For example, the described "stride + offset" form, which is currently supported in ASM parser only,
can now be expressed as separate attribute.

Steps for normalizing dynamic memrefs for tiled layout map
1. Check if original map is tiled layout. Only tiled layout is supported.
2. Create normalized memrefType. Dimensions that include dynamic dimensions
in the map output will be dynamic dimensions.
3. Create new maps to calculate each dimension size of new memref.
In tiled layout, the dimension size can be calculated by replacing
"floordiv <tile size>" with "ceildiv <tile size>" and
"mod <tile size>" with "<tile size>".
4. Create AffineApplyOp to apply the new maps. The output of AffineApplyOp is
dynamicSizes for new AllocOp.
5. Add the new dynamic sizes in new AllocOp.
This patch also set MemRefsNormalizable trant in CastOp and DimOp since
they used with dynamic memrefs.

When dealing with dialects that will results in function calls to
external libraries, it is important to be able to handle maps as some
dialects may require mapped data. Before this patch, the detection of
whether normalization can apply or not, operations are compared to an
explicit list of operations (`alloc`, `dealloc`, `return`) or to the
presence of specific operation interfaces (`AffineReadOpInterface`,
`AffineWriteOpInterface`, `AffineDMAStartOp`, or `AffineDMAWaitOp`).
This patch add a trait, `MemRefsNormalizable` to determine if an
operation can have its `memrefs` normalized.
This trait can be used in turn by dialects to assert that such
operations are compatible with normalization of `memrefs` with
nontrivial memory layout specification. An example is given in the
literal tests.

AllocOp is updated in normalizeMemref(AllocOp allocOp), but, when the
AllocOp has `alignment` attribute, it was ignored and updated AllocOp
does not have `alignment` attribute. This patch fixes it.

This patch enables affine loop fusion for loops with affine vector loads
and stores. For that, we only had to use affine memory op interfaces in
LoopFusionUtils.cpp and Utils.cpp so that vector loads and stores are

These libraries are distinct from other things in Analysis in that they
operate only on core IR concepts. This also simplifies dependencies
so that Dialect -> Analysis -> Parser -> IR. Previously, the parser depended
on portions of the the Analysis directory as well, which sometimes
caused issues with the way the cmake makefile generator discovers
dependencies on generated files during compilation.

This revision refactors the structure of the operand storage such that there is no additional memory cost for resizable operand lists until it is required. This is done by using two different internal representations for the operand storage:
* One using trailing operands
* One using a dynamically allocated std::vector<OpOperand>
This allows for removing the resizable operand list bit, and will free up APIs from needing to workaround non-resizable operand lists.

The refactored MemRefType::get() calls all intend to clone from another
memref type, with some modifications. In fact, some calls dropped memory space
during the cloning. Migrate them to the cloning API so that nothing gets
dropped if they are not explicitly listed.
It's close to NFC but not quite, as it helps with propagating memory spaces in
some places.

Introduce affine.prefetch: op to prefetch using a multi-dimensional
subscript on a memref; similar to affine.load but has no effect on
semantics, but only on performance.
Provide lowering through std.prefetch, llvm.prefetch and map to llvm's
prefetch instrinsic. All attributes reflected through the lowering -
locality hint, rw, and instr/data cache.

Refactor replaceAllMemRefUsesWith to split it into two methods: the new
method does the replacement on a single op, and is used by the existing
one.
- make the methods return LogicalResult instead of bool
- Earlier, when replacement failed (due to non-deferencing uses of the
memref), the set of ops that had already been processed would have
been replaced leaving the IR in an inconsistent state. Now, a
pass is made over all ops to first check for non-deferencing
uses, and then replacement is performed. No test cases were affected
because all clients of this method were first checking for
non-deferencing uses before calling this method (for other reasons).
This isn't true for a use case in another upcoming PR (scalar
replacement); clients can now bail out with consistent IR on failure
of replaceAllMemRefUsesWith. Add test case.
- multiple deferencing uses of the same memref in a single op is
possible (we have no such use cases/scenarios), and this has always
remained unsupported. Add an assertion for this.
- minor fix to another test pipeline-data-transfer case.
