Andy Gibbs 8e8fb3be5b Prior to adding the new "expected-no-diagnostics" directive to VerifyDiagnosticConsumer, make the necessary adjustment to 580 test-cases which will henceforth require this new directive.

John McCall 018591f524 Semantic checking for exception specifications should be triggered by 
whether C++ exceptions are enabled, not exceptions in general.  PR9358.

John McCall 811d0bec4d Disable exception-spec compatibility checking under -fno-exceptions.
