Alexey Bataev 68d230359a [OPENMP] Support for -fopenmp-simd option with compilation of simd loops 
only.

Added support for -fopenmp-simd option that allows compilation of
simd-based constructs without emission of OpenMP runtime calls.

Alexey Bataev a5d15d15a4 [OPENMP] Treat '#pragma omp target parallel for simd' as simd directive. 
`#pragma omp target parallel for simd` mistakenly was not treated as a
simd directive, fixed this problem.

Kelvin Li 041ad85b27 [OpenMP] add check for both simdlen and safelen clauses specified 
This patch adds the check for specifying both simdlen and safelen clauses on the 'distribute simd' or 'distribute parallel for simd' constructs.
