Daniel Dunbar a5728872c7 Update tests to use %clang_cc1 instead of 'clang-cc' or 'clang -cc1'. 
- This is designed to make it obvious that %clang_cc1 is a "test variable"
   which is substituted. It is '%clang_cc1' instead of '%clang -cc1' because it
   can be useful to redefine what gets run as 'clang -cc1' (for example, to set
   a default target).

Eli Friedman 2136b2e934 Make IRGen compatible with declaring a function with incomplete 
return/argument types.  (The generated IR isn't ideal, but we can't 
really do better in general.)

Eli Friedman b3b6b9b27a Initial implementation of CodeGen for incomplete function types; fixes 
PR3688.  (The FIXME is a rather big performance issue, but it only 
affects code using this feature, which is relatively rare.)
